Lead Design Engineer - Process Safety

• Our Client, one of the largest PMC is currently
  recruiting for Lead Design Engineer - Process Safety for their long-term PMC
  Contract under the major projects based in Kuwait. Candidates with PMC
  experience in oil and gas projects / EPC / consulting organization, with a good
  knowledge of international codes and standards, can apply for this role.

Primary Objective:

• To provide Process Safety and HSE matters on the conceptual stage of a Project and hands on related software;
• To provide risk management (safety, reliability and environmental) services to the various Design and Construction functions;
• Lead all aspects of project Loss Prevention;
• To promote company’s Safety & Risk Management systems to client and company’s and client’s Safety & Risk Management systems to the EPC contractors;
• Specific accountabilities are listed below.

  Specific Accountabilities:

• To identify the safety engineering scope of work in FEED documentation;
• Input to and / or leading of PHSER and EIA reviews;
• To be able to determine and estimate norms to conduct the scope of work;
• Appraise and comment on EPC project deliverables including procedures, design basis and HSE Plan & Schedules of Activities;
• Network and inter-discipline departments. Interface management with the client;
• Attend and provide input to EPC contractor’s HAZID workshops;
• Attend and provide input to EPC contractor’s HAZOP workshops;
• Attend and provide input to EPC contractor’s EIA workshops;
• Appraise and comment on EPC contractor’s Fire & Explosion Analysis;
• Define preliminary Hazardous Areas and associated design criteria during FEED and critically assess EPC contractor’s detailed design for compliance;
• Perform Fire Protection related studies for FEEDs and critique EPC contractor’s output;
• Perform Formal Safety Assessments and critique EPC contractor’s output;
• Complete and / or contribute to Qualitative and Quantitative Risk Assessments;
• Facilitate initial SIL Assessments for FEEDs and attend and provide input to EPC contractor’s SIL Assessments;
• Define design requirements for Safety Systems during FEED and critically assess EPC contractor’s detailed design;
• Contribute to Design Safety Reviews / Studies, Layout, EERA, ESSA, F&G, Dropped Object, Hazardous Area;
• Provide Active Fire Protection Design basis for FEEDs and assessment of EPC contractor’s detailed design;
• Provide Passive Fire Protection Design basis for FEEDs and assessment of EPC contractor’s detailed design;
• To Determine the Major Accident Hazard events and to apply a formalised approach of Hazard Management to identify and provide means of mitigation and reduction of such hazards;
• Manage a team of professional and technical personnel;
• Act as mentor to graduate, design and project engineers, technicians and technical specialists;
• Through Audit activities ensure the EPC contractors develop implement and maintain a specific project Risk Management Plan;
• Through Audit activities ensure the EPC contractors develop implement and maintain a site-specific project HSE Plan;
• Monitor compliance with all Kuwait legislative requirements including the dissemination of information to PMC and EPC managers and employees regarding amendments and / or additions to requirements as they come into effect;

  Desirable:

• MSc.
• HAZOP Chairman experience and approved course.

Mandatory Requirements:

• Experience in Process Safety and HSE matters on the conceptual stage of a Project and hands on related software;
• Engineering Bachelor Degree;
• Experience in an Operation Company;
• 12 Years Minimum Hazard, Risk and Environmental Management experience;
• Extensive knowledge of international Hazard, Risk and Environmental Management standards.
